                   A  BILL  FOR  AN  ACT

RELATING TO LICENSING OF PSYCHOLOGISTS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 465-1, Hawaii Revised Statutes, is
 
 2 amended by amending the definition of "professional psychology
 
 3 training program" to read as follows:
 
 4      ""Professional psychology training program" means a doctoral
 
 5 training program that includes (1) and (2), or (1) and (3) of the
 
 6 following:
 
 7      (1)  Is a planned program of study which reflects an
 
 8           integration of the science and practice of psychology
 
 9           including practica and internship; and
 
10      (2)  Is designated as a doctoral program in psychology by
 
11           the Association of State and Provincial Psychology
 
12           Boards and the National Register of Health Service
 
13           Providers in Psychology or is accredited by [the
 
14           American Psychological Association or] the Canadian
 
15           Psychological Association; or
 
16      (3)  Is offered in a regionally accredited institution of
 
17           higher education."
 
18      SECTION 2.  Section 465-7, Hawaii Revised Statutes, is
 
19 amended by amending subsection (a) to read as follows:

 1      "(a)  Every applicant for a license as a psychologist shall
 
 2 submit evidence satisfactory to the board that the applicant
 
 3 meets the following requirements:
 
 4      (1)  The applicant for licensure shall possess a doctoral
 
 5           degree from [a]:
 
 6           (A)  An American Psychological Association approved
 
 7                program in clinical psychology; or
 
 8           (B)  A professional psychology training program,
 
 9                awarded by an institution of higher education, or
 
10                from a regionally accredited institution;
 
11      (2)  The applicant for licensure shall demonstrate that the
 
12           applicant has completed [two years] one year of post
 
13           doctoral supervised experience in health service in
 
14           psychology, and:
 
15           (A)  An internship approved by the American
 
16                Psychological Association; or
 
17           (B)  One year of supervised experience in health
 
18                service in psychology, [of which at least one year
 
19                is] in an internship or residency program in an
 
20                organized health service training program[, and
 
21                one year is post doctoral]; and
 
22      (3)  The applicant for licensure has passed a written
 
23           examination as may be prescribed by the board."

 1      SECTION 3.  Statutory material to be repealed is bracketed.
 
 2 New statutory material is underscored.
 
 3      SECTION 4.  This Act shall take effect upon its approval.
