                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Greater responsibility and accountability has
 
 2 been shifted to the school level with the restructuring of the
 
 3 department of education, and as a result school level
 
 4 administration has become more complex.  Moreover, public demand
 
 5 for improving student achievement requires each school to direct
 
 6 more administrative resources toward the development of a
 
 7 comprehensive school renewal effort that includes a plan for
 
 8 assessment, implementation, and evaluation.  In addition, the
 
 9 broad vision of the legislature, board of education, and
 
10 department of education is one of collaboration with parents and
 
11 the larger school community, requiring a higher level of
 
12 involvement by the school administration.
 
13      In today's complex educational environment, each school
 
14 needs at least one vice-principal to assist the principal in
 
15 carrying out the school's administrative functions.
 
16      The purpose of this Act is to require each public school to
 
17 have at least one vice-principal.  The Act also appropriates
 
18 funds to create eighty positions for the schools that do not have
 
19 vice-principals.

 1      SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is
 
 2 amended by adding a new section to be appropriately designated
 
 3 and to read as follows:
 
 4      "�302A-   Vice-principal.  The role of the vice-principal
 
 5 shall be to assist the principal in the administrative functions
 
 6 of the school.  At least one vice-principal shall be assigned to
 
 7 each school."
 
 8      SECTION 3.  There is appropriated out of the general
 
 9 revenues of the State of Hawaii the sum of $8,000,000 or so much
 
10 thereof as may be necessary for fiscal year 1999-2000 for fiscal
 
11 year 2000-2001 for the establishment of eighty full-time
 
12 equivalent (80.00 FTE) permanent vice-principal positions in the
 
13 department of education.
 
14      SECTION 4.  The sum appropriated shall be expended by the
 
15 department of education for the purposes of this Act.
 
16      section 5.  New statutory material is underscored.
 
17      SECTION 6.  This Act shall take effect on July 1, 1999.
