                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR AGRICULTURAL RESEARCH.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that a serious fungal
 
 2 disease caused by Phytophthora katsurae is slowing destroying
 
 3 many coconut trees statewide.  On Maui, approximately twenty to
 
 4 twenty-five per cent of the coconut palms on the north shore have
 
 5 died.  Although this disease is more serious in areas where there
 
 6 is high rainfall, scattered outbreaks are continuing to occur in
 
 7 the drier, leeward side of all islands.
 
 8      The legislature further finds that diagnosis and disease
 
 9 eradication are extremely difficult.  On newly infected trees, a
 
10 rot occurs internally, with no visible external symptoms.  Once
 
11 external symptoms are displayed, the infected tree is already
 
12 dead, and the disease may have spread to other nearby plants.
 
13      Currently, there is no approved fungicidal control measure
 
14 for the prevention of this disease on coconut palms.  Research
 
15 moneys are necessary to find a preventive treatment for this
 
16 disease on coconut palms, particularly as the coconut palm is
 
17 vital to the marketing of Hawaii and is an important commodity
 
18 for Hawaii.

 1      The purpose of this Act is to appropriate funds to control
 
 2 heart rot of coconut palms.
 
 3      SECTION 2.  There is appropriated out of the general
 
 4 revenues of the State of Hawaii the sum of $10,000 or so much
 
 5 thereof as may be necessary for fiscal year 2000-2001 for
 
 6 research to control heart rot of coconut palms caused by
 
 7 Phytophthora katsurae.
 
 8      SECTION 3.  The sum appropriated shall be expended by the
 
 9 department of agriculture for the purposes of this Act.
 
10      SECTION 4.  This Act shall take effect on July 1, 2000.
