DESCRIPTION:
Appropriates funds to the DOE to provide:  (1) one FTE vice-
principal position for every 400 students enrolled at a school;
and (2) one FTE school security attendant position for every 400
students enrolled at a school, for schools that qualify for

                   A  BILL  FOR  AN  ACT

RELATING TO SCHOOL SAFETY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that school level
 
 2 administrators believe school safety to be critical to the
 
 3 learning environment and to student success.  Students and staff
 
 4 who do not feel safe will not demonstrate satisfactory progress
 
 5 toward the general learner outcomes for grades kindergarten
 
 6 through twelve, which include:  taking responsibility for one's
 
 7 own learning, working well with others, engaging in complex
 
 8 thinking and problem solving, and producing quality performance
 
 9 and products.  Students and staff who do not feel safe will have
 
10 additional challenges in meeting the Hawaii content and
 
11 performance standards.
 
12      Everyone in school works collectively to maintain a safe
 
13 school environment.  Vice-principals and school security
 
14 attendants, however, manage school safety continuously throughout
 
15 the day.  These individuals have a keen sense of the pulse of the
 
16 student body and often intervene in situations before
 
17 difficulties erupt.  Vice-principals and school security
 
18 attendants constantly monitor, counsel, and teach students
 
19 acceptable standards of behavior.

 1      Despite the efforts of all personnel, it is becoming very
 
 2 difficult to maintain safe campuses at the level where students
 
 3 can focus on learning.  Consequently, this Act appropriates funds
 
 4 to the department of education to provide:  (1) one full-time
 
 5 equivalent vice-principal position for every four hundred
 
 6 students enrolled at a school; and (2) one full-time equivalent
 
 7 school security attendant position for every four hundred
 
 8 students enrolled at a school, for schools that qualify for
 
 9 school security attendants.  Increasing personnel to maintain a
 
10 safe and orderly environment will support the mission of
 
11 educators and responsibility of students in meeting or exceeding
 
12 the Hawaii content and performance standards.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $        , or so much
 
15 thereof as may be necessary for fiscal year 2000-2001, to
 
16 provide:
 
17      (1)  One full-time equivalent (1.00 FTE) vice-principal
 
18           position for every four hundred students enrolled at a
 
19           school; and
 
20      (2)  One full-time equivalent (1.00 FTE) school security
 
21           attendant position for every four hundred students
 
22           enrolled at a school, for schools that qualify for
 
23           school security attendants.

 1      SECTION 3.  The sum appropriated shall be expended by the
 
 2 department of education for the purposes of this Act.
 
 3      SECTION 4.  This Act shall take effect on July 1, 2000.
