Authorizes the issuance of general obligation bonds to fund the
renovation of state-owned public housing.  Makes an appropriation
from general funds for day-to-day repair and maintenance of

                   A  BILL  FOR  AN  ACT

RELATING TO HOUSING.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  State-owned public housing is aging and has
 
 2 deteriorated due to lack of maintenance.  As a result, the
 
 3 general condition of state-owned public housing is below
 
 4 acceptable standards.  A number of housing units stand vacant
 
 5 because they do not meet minimum housing quality standards.  The
 
 6 problem is acute and worsens with each passing day.  Since the
 
 7 federal government has provided $80,000,000 for federal public
 
 8 housing, the State needs to provide support for state public
 
 9 housing.
 
10      The purpose of this Act is to authorize the issuance of
 
11 general obligation bonds in order to raise the necessary funds
 
12 for the renovation of state-owned public housing.
 
13      SECTION 2.  The director of finance is authorized to issue
 
14 general obligation bonds in the sum of $43,000,000, or so much
 
15 thereof as may be necessary for fiscal year 2000-2001, and the
 
16 same sum, or so much thereof as may be necessary, is appropriated
 
17 for fiscal year 2000-2001, for the renovation of state-owned
 
18 public housing; provided that $20,000,000 shall be expended to
 
19 meet federal Americans With Disabilities Act compliance
 
20 requirements and $23,000,000 shall be expended for repairs.

 1      SECTION 3.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $          , or so
 
 3 much thereof as may be necessary for fiscal year 2000-2001, for
 
 4 the purpose of funding the day-to-day repair and maintenance of
 
 5 state-owned public housing projects.
 
 6      SECTION 4.  The sums appropriated shall be expended by the
 
 7 housing and community development corporation for the purposes of
 
 8 this Act.
 
 9      SECTION 5.  Notwithstanding any other law to the contrary,
 
10 the governor shall not restrict the expenditure of funds
 
11 appropriated under this Act.
 
12      SECTION 6.  This Act shall take effect on July 1, 2000.
