                   A  BILL  FOR  AN  ACT
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING
   AN APPROPRIATION FOR THE DEPARTMENT OF ACCOUNTING AND
   GENERAL SERVICES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that although many of
 
 2 Hawaii's public schools have computer net connections, many
 
 3 connections are only in school offices or libraries.  Classrooms
 
 4 are underserved.  Having all of our public schools adequately
 
 5 wired and equipped with accessible computers will provide
 
 6 educational challenges and opportunities for students and
 
 7 teachers.  It is the purpose of this Act to authorize the
 
 8 issuance of general obligations bonds and make an appropriation
 
 9 to provide equipment and technology infrastructure to support
 
10 computer technology in public schools.
 
11      SECTION 2.  The director of finance is authorized to issue
 
12 general obligation bonds in the sum of $           , or so much
 
13 thereof as may be necessary, and the same sum, or so much thereof
 
14 as may be necessary, is appropriated for fiscal year 2000-2001,
 
15 for the design, development, and implementation of technology
 
16 infrastructure to support computer technology in public schools.
 
17 Expenditure priority shall be given to older schools.
 
18      SECTION 3.  The appropriations made for the purpose
 
19 authorized in this Act shall not lapse at the end of the fiscal

 1 biennium for which the appropriation is made; provided that all
 
 2 appropriations which are unencumbered as of June 30, 2003, shall
 
 3 lapse as of that date.
 
 4      SECTION 4.  The sum appropriated shall be expended by the
 
 5 department of accounting and general services for the purposes of
 
 6 this Act.
 
 7      SECTION 5.  This Act shall take effect on July 1, 2000.
