                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE "CONFERENCE IN THE YEAR ZERO"
   (FOLLOW-UP TO THE MILLENNIUM YOUNG PEOPLE'S CONGRESS).



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  "The Conference in the Year Zero" is scheduled
 
 2 to be held in Honolulu in November 2000.  The conference is
 
 3 sponsored by the people of Hawaii in conjunction with Peace Child
 
 4 International, a London-based nonprofit organization that is
 
 5 sponsored by the United Nations.  It is anticipated that one
 
 6 hundred of the world's most active and enthusiastic young people,
 
 7 ages fifteen to twenty-three, from over one hundred countries
 
 8 (most of whom attended the congress), and approximately thirty
 
 9 world leaders and dignitaries will attend the conference.  The
 
10 purpose of the conference is to continue the dialogue begun at
 
11 the "Millennium Young People's Congress" held in Honolulu during
 
12 October 1999 to determine key priorities for sustaining and
 
13 improving life in every nation of the world.  The results of the
 
14 "Millennium Young People's Congress" will be presented to the
 
15 world leaders in government, business, and the community
 
16 attending the conference to develop plans for implementation that
 
17 will be presented to the United Nations.  A television
 
18 documentary will be made of the event and an action fund
 
19 established for future projects and conferences to be held in

 1 Hawaii during each of the next ten years to coincide with the
 
 2 United Nation's Decade of the Culture of Peace and Nonviolence.
 
 3      The legislature finds that the conference is important to
 
 4 Hawaii's economic development by attracting national and
 
 5 international visitors to Hawaii, with the possibility of
 
 6 television news coverage and a television documentary.  The
 
 7 legislature further finds that the dignitaries and youth visitors
 
 8 need a place to stay in Honolulu.
 
 9      The purpose of this Act is to appropriate funds to the
 
10 office of youth services to provide funds to ensure the safety
 
11 and comfort of the conference participants.  The funds will be
 
12 used for planning and coordinating of the stays, transportation
 
13 to and from the site of the conference, and family support
 
14 expenses such as stipends for those families who would like to
 
15 host delegates but cannot afford to.
 
16      SECTION 2.  There is appropriated out of the general
 
17 revenues of the State of Hawaii the sum of $250,000, or so much
 
18 thereof as may be necessary for fiscal year 2000-2001, to help
 
19 fund the delegates of the "Conference in the Year Zero,"
 
20 including planning, coordination, transportation, and family
 
21 support stipends.
 
22      SECTION 3.  The sum appropriated shall be expended by the
 
23 office of youth services for the purposes of this Act.

 1      SECTION 4.  This Act shall take effect on July 1, 2000.
