                   A  BILL  FOR  AN  ACT

RELATING TO THE UNIVERSITY OF HAWAII.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the quality of
 
 2 education provided by Hawaii's public schools is dependent upon
 
 3 the ability of its teachers to educate students, which in turn is
 
 4 dependent upon the training that they received in becoming
 
 5 teachers.  The primary teacher training institution in the state
 
 6 is the college of education of the University of Hawaii, which is
 
 7 making efforts to address issues that will make it more relevant
 
 8 to the needs of Hawaii's public schools.
 
 9      The purpose of this Act is to appropriate funds to
 
10 accomplish the following goals:
 
11      (1)  To reduce the attrition rate among teachers who leave
 
12           the public school system at the end of their first year
 
13           of teaching.  The teacher induction program is designed
 
14           to solicit feedback from recent college of education
 
15           graduates and their employers, then to modify the
 
16           training provided by the college of education;
 
17      (2)  To fill long-standing shortages in certain fields,
 
18           including special education, counseling, mathematics,
 
19           science, and Hawaiian language immersion.  The college

 1           of education has developed strategies to address each
 
 2           of these shortages;
 
 3      (3)  To reduce the attrition rate of teachers in certain
 
 4           geographical areas that have long-standing shortages.
 
 5           The department of education has recruited teachers from
 
 6           the mainland to fill shortages in certain geographical
 
 7           areas.  However, these mainland recruits have a much
 
 8           higher attrition rate than residents.  The college of
 
 9           education plans to increase efforts to recruit,
 
10           prepare, and retain teachers who are residents of the
 
11           communities that have teacher shortages; and
 
12      (4)  To incorporate more technology into teacher training.
 
13           The technology learning center of the college of
 
14           education serves faculty, students, and in-service
 
15           teachers to support the integration of technology into
 
16           instruction.  Additional funds are needed to provide
 
17           professional development opportunities for faculty and
 
18           to purchase and upgrade equipment and computer
 
19           software.
 
20      SECTION 2.  There is appropriated out of the general
 
21 revenues of the State of Hawaii the sum of $1,296,000 or so much
 
22 thereof as may be necessary for fiscal year 1999-2000 and the sum
 
23 of $1,296,000 or so much thereof as may be necessary for fiscal
 
24 year 2000-2001 for the teacher induction program.

 1      SECTION 3.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $660,440 or so much
 
 3 thereof as may be necessary for fiscal year 1999-2000 for the
 
 4 establishment of twelve full-time equivalent (12.00 FTE)
 
 5 permanent faculty positions in the University of Hawaii college
 
 6 of education to expand teacher training in shortage fields.
 
 7      SECTION 4.  There is appropriated out of the general
 
 8 revenues of the State of Hawaii the sum of $577,600 or so much
 
 9 thereof as may be necessary for fiscal year 1999-2000 and the sum
 
10 of $471,600 or so much thereof as may be necessary for fiscal
 
11 year 2000-2001 to expand teacher training in shortage fields.
 
12      SECTION 5.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $503,202 or so much
 
14 thereof as may be necessary for fiscal year 1999-2000 and the sum
 
15 of $503,202 or so much thereof as may be necessary for fiscal
 
16 year 2000-2001 to recruit, prepare, and retain teachers in
 
17 geographic areas that have shortages of teachers.
 
18      SECTION 6.  There is appropriated out of the general
 
19 revenues of the State of Hawaii the sum of $50,000 or so much
 
20 thereof as may be necessary for fiscal year 1999-2000 and the sum
 
21 of $50,000 or so much thereof as may be necessary for fiscal year
 
22 2000-2001 for integrating technology into teacher training.

 1      SECTION 7.  The sums appropriated shall be expended by the
 
 2 University of Hawaii for the purposes of this Act.
 
 3      SECTION 8.  This Act shall take effect on July 1, 1999.
