                   A  BILL  FOR  AN  ACT

RELATING TO YOUTH.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that there is a need for
 
 2 increased involvement by the State in the prevention and
 
 3 intervention of delinquent behaviors among the State's youth.
 
 4 Providing funds for programs for youths such as recreational,
 
 5 sports, and peer mediation activities provide alternatives to
 
 6 crime for participating youth.  These programs teach character,
 
 7 responsibility, positive social values, and non-violence.
 
 8      The legislature further finds that, in the present economic
 
 9 climate, it is vital that the State develop partnerships with
 
10 private sector and nonprofit organizations to provide needed
 
11 programs for youth.
 
12      The purpose of this Act is to appropriate funds to the
 
13 department of human services to implement cost-effective programs
 
14 for youths that teach character, responsibility, positive social
 
15 values, and non-violence in partnership with private sector and
 
16 nonprofit organizations.
 
17      SECTION 2.  There is appropriated out of the general
 
18 revenues of the State of Hawaii the sum of $      , or so much
 
19 thereof as may be necessary for fiscal year 1999-2000, to

 1 implement cost-effective programs for youths that teach
 
 2 character, responsibility, positive social values, and non-
 
 3 violence in partnership with private sector and nonprofit
 
 4 organizations.
 
 5      SECTION 3.  The sum appropriated shall be expended by the
 
 6 department of human services for the purposes of this Act.
 
 7      SECTION 4.  This Act shall take effect on July 1, 1999.
