                   A  BILL  FOR  AN  ACT

RELATING TO THE WAIANAE COAST COMMUNITY BENCHMARKING PILOT
   PROJECT AND APPROPRIATING FUNDS TO SUPPORT THE PROJECT.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature established the Waianae coast
 
 2 community benchmarking pilot project in Act 314, Session Laws of
 
 3 Hawaii 1997, to further benchmarking efforts for developing the
 
 4 economy and improving the quality of life on the Waianae coast.
 
 5 Various private organizations including the Chamber of Commerce
 
 6 of Hawaii, the Aloha United Way, the Business Roundtable, the
 
 7 Hawaii Community Foundation, the Hawaii Community Services
 
 8 Council, and the Polynesian Voyaging Society have participated in
 
 9 the benchmarking process.  However, the process was not
 
10 financially supported by the legislature under Act 314 in 1997.
 
11 In addition, the private organizations involved have expended
 
12 their own funds to provide technical support to the process.  The
 
13 legislature finds that without legislative support through
 
14 appropriations, the benchmarking project will not succeed.  The
 
15 purpose of this Act is to appropriate funds to support the
 
16 benchmarking project and to extend the duration of the project
 
17 three years until June 30, 2003.
 
18      SECTION 2.  Act 314, Session Laws of Hawaii 1997, is amended
 
19 by amending section 4 to read as follows:

 1      "SECTION 4.  This Act shall take effect upon its approval
 
 2 and shall be repealed on June 30, [2000.] 2003."
 
 3      SECTION 3.  There is appropriated out of the general
 
 4 revenues of the State of Hawaii the sum of $400,000, or so much
 
 5 thereof as may be necessary for fiscal year 1999-2000, to support
 
 6 the work of the Waianae coast community benchmarking pilot
 
 7 project established in Act 314, Session Laws of Hawaii 1997, as
 
 8 follows:
 
 9      (1)  $350,000 for the various subprojects of the
 
10           benchmarking pilot project; and
 
11      (2)  $50,000 as a grant-in-aid to fund the Hawaii Community
 
12           Services Council for the provision of technical support
 
13           to the benchmarking project.
 
14      SECTION 4.  The sum appropriated shall be expended by the
 
15 department of business, economic development, and tourism for the
 
16 purposes of this Act.
 
17      SECTION 5.  Statutory material to be repealed is bracketed.
 
18 New statutory material is underscored.
 
19      SECTION 6.  This Act shall take effect upon its approval,
 
20 except that sections 3 and 4 shall take effect on July 1, 1999.
