                   A  BILL  FOR  AN  ACT

RELATING TO ELECTIONS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 11, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to part I, to be appropriately designated
 
 3 and to read as follows:
 
 4      "�11-    Elections advisory committee.  (a)  The chief
 
 5 election officer shall create an elections advisory committee and
 
 6 shall establish its:
 
 7      (1)  Composition, number of members, and geographic
 
 8           distribution;
 
 9      (2)  Members' term of office;
 
10      (3)  Members' duties;
 
11      (4)  Members' role as observers of primary, general, and
 
12           special elections; and
 
13      (5)  Other functions and duties,
 
14 through rules adopted under chapter 91.  The advisory committee
 
15 shall be subject to the open meeting requirements of chapter 92,
 
16 except for any meetings held within five days of an election;
 
17 provided that proper notice is given at least forty-eight hours
 
18 before the meeting.  The chief election officer may consult with
 
19 political parties, civic organizations, and government watchdog

 1 groups in the selection of the elections advisory committee
 
 2 members.
 
 3      (b)  The members of the elections advisory committee shall
 
 4 serve without compensation but may be reimbursed for expenses,
 
 5 including travel expenses, necessary for the performance of their
 
 6 duties."
 
 7      SECTION 2.  New statutory material is underscored.
 
 8      SECTION 3.  This Act shall take effect on December 1, 1999.
