                   A  BILL  FOR  AN  ACT

RELATING TO AN OCEAN FLOATING, ALL-NATURAL CLEAN ENERGY POWER
   STATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the demand for
 
 2 renewable energy will increase greatly in the next century.
 
 3 Hawaii will be no exception to this demand and so it is essential
 
 4 for the State to support various renewable energy pursuits.
 
 5      As an island-state that is dependent on fossil fuel energy,
 
 6 Hawaii has been a leader in seeking ways to develop alternate
 
 7 energy sources, such as ocean thermal energy conversion (OTEC)
 
 8 and wind energy farms.  The legislature recognizes that it is in
 
 9 the best interests of the State to continue to lead the nation in
 
10 this effort.
 
11      The purpose of this Act is to provide sufficient funds for
 
12 the University of Hawaii to study the feasibility of constructing
 
13 and operating an ocean floating, all-natural clean energy power
 
14 station in Hawaii.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $        , or so much
 
17 thereof as may be necessary for fiscal year 1999-2000 to study
 
18 the feasibility of constructing and operating an ocean floating,
 
19 all-natural clean energy power station in Hawaii.

 1      The sum appropriated shall be expended by the University of
 
 2 Hawaii for the purposes of this Act.
 
 3      SECTION 3.  The University of Hawaii shall submit a progress
 
 4 report and a final report of its findings and recommendations on
 
 5 the feasibility of constructing and operating an ocean floating,
 
 6 all-natural clean energy power station in Hawaii to the
 
 7 legislature no later than twenty days before the convening of
 
 8 each of the regular sessions of 2000 and 2001.
 
 9      SECTION 4.  This Act shall take effect on July 1, 1999.
