                   A  BILL  FOR  AN  ACT

RELATING TO STATE GOVERNMENT.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Upon this Act taking effect, the three
 
 2 departments selected pursuant to section 4 of Act 230, Session
 
 3 Laws of Hawaii 1998, shall begin the development of outcome
 
 4 measures for all programs of each department and administratively
 
 5 attached agencies to facilitate the transformation of the State's
 
 6 accounting system and the budgeting system to the performance-
 
 7 based budgeting system described in Part II of Act 230, Session
 
 8 Laws of Hawaii 1998; provided that priority shall be given to new
 
 9 or substantially changed programs.  The executive departments
 
10 shall complete the development of their outcome measures by
 
11 December 30, 2000, or sooner.  Each department shall submit a
 
12 report of its outcome measures, plans, recommendations, and
 
13 implementing actions to the legislature no fewer than fifteen
 
14 days before the convening of the regular session of 2001, or
 
15 sooner.
 
16      SECTION 2.  The director of finance and the comptroller
 
17 shall assist the departments described in section 1 with the
 
18 development of outcome measures to facilitate the transformation
 
19 of the State's accounting system and the budgeting system to the

 1 performance-based budgeting system described in Part II of Act
 
 2 230, Session Laws of Hawaii 1998.
 
 3      SECTION 3.  For the purposes of this Act, "outcome measures"
 
 4 means a measurable expression of end-states that are considered
 
 5 sufficient for resolving a problem or grasping an opportunity.
 
 6 Generally, outcome measures are expressed as collective gains for
 
 7 persons with problems and persons who would help them.  Outcome
 
 8 measures may include factors that are beyond the control of
 
 9 individual agencies since a number of investments by different
 
10 agencies may be necessary for a particular outcome measure to be
 
11 achieved.  Outcome measures reflect visions, that is, they lie
 
12 considerably beyond present reality.  The only requirement for an
 
13 outcome measure is that government must be able to state it
 
14 clearly and compellingly, and to define the ways in which
 
15 specific project returns will lead to or even cause the
 
16 attainment of the outcome measure.
 
17      SECTION 4.  This Act shall take effect upon its approval.
