                   A  BILL  FOR  AN  ACT

RELATING TO LITTER CONTROL.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  A beautiful, clean Hawaii is of major importance
 
 2 in the overall economic revitalization of the State.  In 1995, a
 
 3 survey of the State measured it as seventy-five per cent litter-
 
 4 free.  Unfortunately, in that year the state office of litter
 
 5 control was abolished, and litter and illegal dumping prevention
 
 6 and cleanup has been slipping ever since.  There is a significant
 
 7 need for a coordinated statewide effort to turn the tide and
 
 8 clean up litter in this State.
 
 9      Community Work Day Program is a seventeen-year-old 501(c)(3)
 
10 nonprofit agency dedicated to environmental preservation,
 
11 beautification, and education.  It is an affiliate of Keep
 
12 America Beautiful, Inc., coordinating over five thousand
 
13 volunteers on Maui, the largest grass roots volunteer community
 
14 project in that county.  This year, Community Work Day Program is
 
15 the statewide head of the Great America Cleanup, which will be
 
16 conducted over three months beginning this March.  The benefit of
 
17 having one agency coordinate statewide implementation of this
 
18 program is that it can coordinate networking, training of new
 
19 affiliates, campaign coordination, and reporting; coordinate

 1 additional revenues from state, federal, and private sources; and
 
 2 send a consistent education message statewide on litter control.
 
 3 Community Work Day Program stands ready, willing, and able to
 
 4 assist the State in this important effort.
 
 5      SECTION 2.  There is appropriated out of the general
 
 6 revenues of the State of Hawaii the sum of $1 or so much thereof
 
 7 as may be necessary for fiscal year 1999-2000 for the purpose of
 
 8 implementing a statewide litter control campaign.
 
 9      SECTION 3.  The sum appropriated shall be expended by the
 
10 department of health for the purposes of this Act.
 
11      SECTION 4.  This Act shall take effect on July 1, 1999.
