                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THAT THE HAWAII TOURISM AUTHORITY CONDUCT A STUDY TO
   EVALUATE THE CONDITIONS OF STATE PARK REST ROOM FACILITIES.


 1       WHEREAS, the visitor industry is of great importance to the
 2   State's economy;  and
 3   
 4       WHEREAS, the Hawaii Tourism Authority, through its
 5   marketing and promotional activities, spends millions of
 6   dollars each year selling Hawaii as a world-class visitor
 7   destination;  and
 8   
 9       WHEREAS, the Hawaii Tourism Authority relies on the image
10   of Hawaii's clean, white sand beaches, clear, sparkling ocean
11   waters, and sweet-smelling breezes to promise travelers an
12   unforgettable experience in the islands;  and
13   
14       WHEREAS, every day hundreds of sightseers, hikers, and
15   beach-goers utilize our State Parks travelling to areas like
16   Ha'ena and Koke'e State Park on Kauai and Kaumahina and Pu'a
17   Ka'a Wayside Parks along the road to Hana;  and
18   
19       WHEREAS, unfortunately State Park rest room facilities in
20   these areas, due mainly to the high volume of visitor traffic,
21   are unclean, putrid-smelling, and do not function properly,
22   posing a health hazard to visitors and local residents;  and
23   
24       WHEREAS, a visitor's positive impression can be changed,
25   quickly and dramatically by one bad experience, which
26   subsequently leaves a lasting negative impression about how
27   Hawaii's people care for their land and water;  and
28   
29       WHEREAS, since 1993 the budget for the Department of Land
30   and Natural Resources, Division of State Parks, has decreased
31   by twenty per cent, thus impacting the maintenance of State
32   Park rest room facilities;  now, therefore,
33   
34       BE IT RESOLVED by the House of Representatives of the
35   Twentieth Legislature of the State of Hawaii, Regular Session
36   of 2000, the Senate concurring, that the Hawaii Tourism
37   Authority is requested to conduct a survey of all State Park
38   rest rooms, evaluate their conditions, and determine the
39   impacts caused by tourist usage;  and

 1       BE IT FURTHER RESOLVED that the Hawaii Tourism Authority
 2   present its findings to the State Legislature no later than
 3   twenty days prior to the convening of the 2001 Regular Session;
 4   and
 5   
 6       BE IT FURTHER RESOLVED that certified copies of this
 7   Resolution be transmitted to the Hawaii Tourism Authority, the
 8   Department of Land and Natural Resources, the Governor, the
 9   President of the Senate, and the Speaker of the House of
10   Representatives.
