                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF AGRICULTURE TO ADOPT RULES TO
    REGULATE THE IMPORTATION OF CACAO BEANS INTO THE STATE.



 1        WHEREAS, it is incumbent upon the Legislature to encourage
 2   and foster economic growth to provide jobs and to stimulate the
 3   State's sagging economy; and
 4   
 5        WHEREAS, it is also the Legislature's responsibility to
 6   ensure that new businesses will not harm our State and will
 7   provide a work site that is safe for the environment, potential
 8   employees and the community; and
 9   
10        WHEREAS, the Big Island will soon be the site of a new
11   chocolate manufacturing company that plans to import cacao
12   beans for use in its chocolate products; and
13   
14        WHEREAS, the State, through the Department of Agriculture,
15   is charged with the regulation of the importation of food and
16   products used to produce food products into the State; and
17   
18        WHEREAS, the Department of Agriculture does not currently
19   regulate the importation of cacao beans into the State; and
20   
21        WHEREAS, such regulation would ensure that cacao beans
22   imported into the State for use in the local manufacturing of
23   chocolate products are free from insects, bacteria, and other
24   harmful foreign pests; now, therefore,
25   
26        BE IT RESOLVED by the House of Representatives of the
27   Twentieth Legislature of the State of Hawaii, Regular Session
28   of 2000, the Senate concurring, that the Department of
29   Agriculture is requested to adopt rules to regulate the
30   importation of cacao beans into the State; and
31   
32        BE IT FURTHER RESOLVED that a certified copy of this
33   Concurrent Resolution be transmitted to the Chairperson of the
34   Board of Agriculture.
