                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THE LEGISLATIVE REFERENCE BUREAU, IN CONSULTATION WITH
   THE GOOD BEGINNINGS ALLIANCE, TO IDENTIFY FUNDING SOURCES
   FOR THE EXPANSION OF EARLY CHILDHOOD EDUCATION AND CARE
   SERVICES.



 1       WHEREAS, recent research reveals that infants' brains
 2   develop earlier and more rapidly than previously understood and
 3   that the early years of a child are the most crucial in the
 4   child's cognitive, emotional, social, and physical development;
 5   and
 6   
 7       WHEREAS, significant numbers of young children would
 8   greatly benefit if additional resources were found for the
 9   expansion of early childhood education and care services; and 
10   
11       WHEREAS, there are considerable sources of private and
12   federal funding available for the expansion of early childhood
13   education and care services that are untapped due to lack of
14   information of these sources; and 
15   
16       WHEREAS, the Good Beginnings Alliance (GBA), was
17   established by Act 77, Session Laws of Hawaii 1997, as a
18   public-private partnership dedicated to developing quality
19   early childhood education and care; and
20   
21       WHEREAS, the GBA has, among its many efforts, identified
22   potential funding sources for expanding early childhood
23   education and care services; now, therefore, 
24   
25       BE IT RESOLVED by the House of Representatives of the
26   Twentieth Legislature of the State of Hawaii, Regular Session
27   of 2000, the Senate concurring, that the Legislative Reference
28   Bureau (LRB), in consultation with the GBA, is requested to
29   research and develop a comprehensive matrix of public and
30   private funding sources available for early childhood education
31   and care services; and
32   
33       BE IT FURTHER RESOLVED that LRB identify current funding
34   streams and untapped monies available from both federal and
35   private philanthropic sources; and

 1       BE IT FURTHER RESOLVED that the matrix be organized to
 2   include the following components:
 3   
 4       (1)   Program area, such as, health, mental health, or
 5             early intervention;
 6   
 7       (2)   Purpose of the funds, such as the funding focus or
 8             the identified target group;
 9   
10       (3)   Eligibility guidelines;
11   
12       (4)   Requirements for matching funds; and
13   
14       (5)   Application information, including contact name,
15             address, and telephone number; the amount available;
16             and deadlines;
17   and
18   
19       BE IT FURTHER RESOLVED that the LRB is requested to report
20   its findings and distribute the matrix to the Legislature no
21   later than twenty days before the convening of the Regular
22   Session of 2001; and
23   
24       BE IT FURTHER RESOLVED that certified copies of this
25   Concurrent Resolution be transmitted to the Acting Director of
26   LRB and the Executive Director of GBA.
