                     HOUSE CONCURRENT
                        RESOLUTION
RELATING TO "ZIPPER" LANES. 


 1       WHEREAS, the "zipper" lane was initiated to alleviate
 2   freeway traffic gridlock from Kapolei to downtown Honolulu; and
 3   
 4       WHEREAS, the "zipper" lane is currently designated for use
 5   by vehicles carrying three or more people (HOV3); and
 6   
 7       WHEREAS, the carpool lanes on Kalanianaole Highway were
 8   redesignated from three or more people to two or more people;
 9   and
10   
11       WHEREAS, zipper lanes are underutilized during certain time
12   periods while HOV2 and regular lanes are plagued with stop and
13   go traffic; and
14   
15       WHEREAS, the "zipper" lanes should be used by more
16   taxpayers and increased traffic flow will reduce pollution;
17   now, therefore,
18   
19       BE IT RESOLVED by the House of Representatives of the
20   Twentieth Legislature of the State of Hawaii, Regular Session
21   of 2000, the Senate concurring, that the Leigslature hereby
22   requests the Department of Transportation to evaluate whether
23   zipper lanes on H-1 can be redesignated during certain time
24   periods to allow for use by vehicles carrying two or more
25   people.
