REQUESTING THE AUDITOR TO STUDY THE NEED FOR REGULATING THE ALARM
   INDUSTRY.

WHEREAS, the Honolulu Police Department has found that the
proliferation of security alarm machine spontaneous activations

welfare and a costly diversion of county resources; and

WHEREAS, the Honolulu Police Department reports that its
police officers have responded to an average of 34,075 false
alarm calls per year for the last three years, averaging 2,840
false alarm calls a month; and

WHEREAS, the Honolulu Police Department and the Hawaii

  controls; now, therefore,

      (2) Assess whether the regulatory scheme proposed in H.B.
