                     HOUSE  RESOLUTION

URGING CPR TRAINING IN HIGH SCHOOLS.



 1       WHEREAS, heart disease is the leading cause of deaths in
 2   the United States for adults; and
 3   
 4       WHEREAS, stroke is the third highest cause of deaths and
 5   the leading cause of disability in the United States for
 6   adults; and
 7   
 8       WHEREAS, accidents are the leading cause of deaths for
 9   children between the ages of one and eight-years-of-age, and
10   infants between birth and twelve months of age; and
11   
12       WHEREAS, these deaths occur at any time, without warning,
13   and often in places where qualified medical treatment is not
14   readily accessible; and
15   
16       WHEREAS, saving a person's life often requires quick
17   thinking and life-saving assistance within minutes of an
18   occurrence; and
19   
20       WHEREAS, on Oahu, the survival rate of pre-hospital cardiac
21   arrest patients is only 5 percent, in King County, Washington,
22   where cardio pulmonary resuscitation (CPR) training is mandated
23   in high school, the survival rate is 31 percent; and
24   
25       WHEREAS, current resources are insufficient to provide
26   adequate medical treatment to all areas of the State; and
27   
28       WHEREAS, the American Heart Association (AHA) has attempted
29   to improve public awareness through programs such as
30   "Heartsaver ABC" that, among other things, provides
31   informational segments on the "Chain of Survival," heart
32   attack, stroke signs and symptoms, risk factors for heart
33   disease and stroke, and prevention information; and
34   
35       WHEREAS, AHA also provides a CPR Mass Training Awareness
36   Program instructed by CPR Instructors and the Honolulu Fire
37   Department; and

 1       WHEREAS, the most widespread effort to make more people CPR
 2   conscious has been AHA's pilot testing of a CPR course for high
 3   school and middle school students, referred to as "CPR in
 4   Schools"; and
 5   
 6       WHEREAS, "CPR in Schools" will create a base of CPR
 7   instructors within a designated school and will have these
 8   instructors teach CPR to the students; and
 9   
10       WHEREAS, the objectives of "CPR in Schools" is to:
11   
12       (1)  Help save lives through community education of CPR;
13   
14       (2)  Reduce death and disability;
15   
16       (3)  Strengthen the "Chain of Survival" in communities;
17   
18       (4)  Develop a cohesive community program by linking the
19            AHA, Community Training Centers (CTC), schools, and
20            other community organizations together;
21   
22       (5)  Make CPR "serious fun" for kids; and
23   
24       (6)  Develop a program that is easy for teachers to
25            implement and evaluate; 
26   
27   and
28   
29       WHEREAS, a pilot program has been inititated at Hanalani
30   School in Mililani; and
31   
32       WHEREAS, three teachers at the school have completed the
33   instructor training and the first class of fifteen students
34   will have been trained in CPR by March 3, 2000; and
35   
36       WHEREAS, Pearl City High School is in its third year of a
37   program that teaches CPR to the entire freshman class in one
38   day with the Honolulu Fire Department providing on-duty company
39   personnel, training and research bureau personnel, and off-duty
40   Fire Department instructor volunteers; and
41   
42       WHEREAS, "CPR in Schools" provides a standardized method
43   for teaching both adult and pediatric CPR to high school
44   students and teachers on "pump n' blow and the clearing of
45   airway obstruction"; and

 1       WHEREAS, widespread training in CPR has been successfully
 2   implemented in schools across the country and will be
 3   beneficial to the public throughout the State; now, therefore,
 4   
 5       BE IT RESOLVED by the House of Representatives of the
 6   Twentieth Legislature of the State of Hawaii, Regular Session
 7   of 2000, that this body strongly urges the Department of
 8   Education (DOE) to establish and implement a "CPR in Schools"
 9   program in every public high school and require that all
10   students take and pass such a program; and
11   
12       BE IT FURTHER RESOLVED that all private high schools in
13   this State implement a similar CPR program for their students;
14   and
15   
16       BE IT FURTHER RESOLVED that the DOE is encouraged to
17   investigate the possibility of using qualified volunteers or
18   find alternative sources for funding; and
19   
20       BE IT FURTHER RESOLVED that certified copies of this
21   Resolution be transmitted to the Governor, the Superintendent
22   of Education, the Department of Health, the Fire Departments of
23   each county, the Hawaii Association of Independent Schools, the
24   Hawaii Chapter of the American Heart Association, and the
25   American Lung Association.
