                     HOUSE  RESOLUTION

DEVELOPING A STATE WEB SITE ENTITLED "FOR THE SAKE OF THE
   CHILDREN" FOR PUBLIC ACCESS INFORMATION PURPOSES.



 1       WHEREAS, the State is deeply concerned with the welfare and
 2   safety of children, as they are the future of Hawaii; and
 3   
 4       WHEREAS, the development of the internet has been called
 5   the most profound change in the way we communicate since the
 6   invention of the printing press; and
 7   
 8       WHEREAS, the internet has been and continues to be a source
 9   of public access to information, and familiarity with this
10   technology is vital to our children's future; and
11   
12       WHEREAS, many crimes against children exist, and each year
13   many are kidnapped, run away from home, or become victims of
14   child molestation; and
15   
16       WHEREAS, many parents fail to pay child support and meet
17   their financial responsibilities; and
18   
19       WHEREAS, the children of Hawaii need their own state web
20   site that disseminates information to prevent or bring to
21   justice those who victimize our children; now, therefore,
22   
23       BE IT RESOLVED by the House of Representatives of the
24   Twentieth Legislature of the State of Hawaii, Regular Session
25   of 2000, that the Office of the Governor coordinate the
26   development of a state web site entitled "For the Sake of the
27   Children" that would post and provide public access to
28   information to ensure the health, safety, and protection of
29   children; and
30   
31       BE IT FURTHER RESOLVED that the web site include but not be
32   limited to:
33   
34       (1)  Names, pictures, and vital statistics of missing or
35            run-away children;
36   
37       (2)  Information on suspected kidnapping with a description
38            of the likely abductor and possible locations of
39            flight;

 1       (3)  Names and addresses of known, convicted child
 2            molesters residing in Hawaii;
 3   
 4       (4)  A list of parents who are delinquent by more than six
 5            months in child support payments;
 6   
 7       (5)  The dangers and effects of the use and abuse of
 8            tobacco, alcohol, and drugs; and
 9   
10       (6)  A help-line or e-mail address where citizens can
11            report or contact the appropriate state agencies;
12   
13   and
14   
15       BE IT FURTHER RESOLVED that the Office of the Governor is
16   requested to submit a report to the Legislature no later than
17   twenty days prior to the convening of the Regular Session of
18   2001 regarding site design, cost of production, and site
19   maintenance; and
20   
21       BE IT FURTHER RESOLVED that certified copies of this
22   Concurrent Resolution be transmitted to the Governor, the
23   Chiefs of Police of each county, the Directors of Health and
24   Human Services, and the Attorney General.
