                     HOUSE  RESOLUTION


REQUESTING A FEASIBILITY STUDY FOR A MILITARY CHARTER SCHOOL.



 1       WHEREAS, one the reasons for the popularity of charter
 2   schools, especially in certain states, is the expansion of
 3   education choices available to students and parents; and
 4   
 5       WHEREAS, Hawaii's charter school law allows groups that are
 6   interested in creating particular types of schools to make
 7   applications to the Board of Education; and
 8   
 9       WHEREAS, however, to date, only existing schools have
10   become charter schools, and no "start up" charter schools have
11   been established; and
12   
13       WHEREAS, a suggestion has been made to establish a charter
14   school with a military approach to education; and
15   
16       WHEREAS, a military charter school would offer an
17   alternative to those students who desire a strict regimented
18   structure or a career in the military and to those parents who
19   desire that kind of education for their children; and
20   
21       WHEREAS, a military charter school may be able to utilize
22   resources made available by the significant presence of the
23   military in Hawaii; and
24   
25       WHEREAS, while the concept of a military charter school may
26   appear to be feasible, it is so new that it needs to be
27   explored further; now, therefore, 
28   
29       BE IT RESOLVED by the House of Representatives of the
30   Twentieth Legislature of the State of Hawaii, Regular Session
31   of 2000, that the state Department of Defense conduct a study
32   of the feasibility of establishing a military charter school;
33   and
34   
35       BE IT FURTHER RESOLVED that this study include a review of
36   curriculum and instruction at military schools on the mainland,
37   whether they be charter schools or not; and

 1       BE IT FURTHER RESOLVED that this study include an
 2   assessment of facilities needs and alternatives for securing
 3   these facilities; and
 4   
 5       BE IT FURTHER RESOLVED that this study include a review of
 6   potential resources that may be made available to a military
 7   charter school by military organizations; and
 8   
 9       BE IT FURTHER RESOLVED that the state Department of Defense
10   collaborate with various other military organizations in
11   conducting the study; and
12   
13       BE IT FURTHER RESOLVED that the Adjutant General submit a
14   report of the study to the Legislature no later than twenty
15   days prior to the convening of the Regular Session of 2001; and
16   
17       BE IT FURTHER RESOLVED that certified copies of this
18   Resolution be transmitted to the Adjutant General and the
19   Superintendent of Education.
