full-time status.  Converts 25 temporary, full-time registrar
positions to permanent status.  Creates an additional 4
permanent, full-time equivalent, registrar positions.

                   A  BILL  FOR  AN  ACT

RELATING TO SCHOOL REGISTRARS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the role of a school
 
 2 registrar is to work closely with students, parents,
 
 3 administrators, counselors, teachers, and clerical staff to
 
 4 oversee and coordinate course registration and other matters
 
 5 relating to a school's curriculum.  The purpose of this Act is to
 
 6 increase the efficiency of these vital oversight and coordination
 
 7 functions by converting five temporary, half-time registrar
 
 8 positions to permanent, full-time status; converting twenty-five
 
 9 temporary, full-time registrar positions to permanent status; and
 
10 creating an additional four permanent, full-time equivalent,
 
11 registrar positions; and to appropriate funds to the department
 
12 of education to accomplish the same.
 
13      SECTION 2.  The department of education shall:
 
14      (1)  Convert the five temporary, half-time registrar
 
15           positions at Waimanalo elementary and intermediate
 
16           school, Mililani middle school, Konawaena middle
 
17           school, Kapolei middle school, and Laupahoehoe high and
 
18           elementary school to permanent, full-time status;
 
19      (2)  Convert twenty-five temporary, full-time registrar

 1           positions at Central middle school, Dole middle school,
 
 2           Jarrett middle school, Kaimuki middle school, Kalakaua
 
 3           middle school, Kawananakoa middle school, Niu Valley
 
 4           middle school, Stevenson middle school, Aiea
 
 5           intermediate school, Aliamanu intermediate school,
 
 6           Moanalua intermediate school, Hilo intermediate school,
 
 7           Kau high and Pahala elementary school, Keaau middle
 
 8           school, Kealakehe intermediate school, Kohala high and
 
 9           intermediate school, Waimea elementary and intermediate
 
10           school, Waimea Canyon elementary and intermediate
 
11           school, Kapaa middle school, Hana high and elementary
 
12           school, Iao intermediate school, Lahaina intermediate
 
13           school, Lanai high and elementary school, Lokelani
 
14           intermediate school, and Maui Waena intermediate
 
15           school, to permanent status; and
 
16      (3)  Create an additional four permanent, full-time
 
17           equivalent (4.00 FTE), registrar positions, one
 
18           position each for Olomana school, Kauai community
 
19           school for adults, Kona community school for adults,
 
20           and Maui community school for adults.
 
21      SECTION 3.  There is appropriated out of the general
 
22 revenues of the State of Hawaii the sum of $          , or so
 
23 much thereof as may be necessary for fiscal year 1999-2000, and

 1 the sum of $          , or so much thereof as may be necessary
 
 2 for fiscal year 2000-2001, to carry out the purposes of this Act.
 
 3 The sums appropriated shall be expended by the department of
 
 4 education.
 
 5      SECTION 4.  This Act shall take effect on July 1, 1999.
