                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR PUBLIC SERVICE ANNOUNCEMENTS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that reducing the number
 
 2 of accidents and fatalities on Hawaii's roadways can be achieved
 
 3 by educating drivers about the state traffic laws and by
 
 4 providing tips on safe driving.  It is believed that education
 
 5 will foster more responsible attitudes in drivers, thereby
 
 6 reducing the number of traffic accidents.  The legislature
 
 7 believes that public service announcements are an effective way
 
 8 to reinforce safe driving and responsible attitudes in drivers.
 
 9      The purpose of this Act is to appropriate funds for
 
10 television and radio public service announcements to educate the
 
11 public about traffic-related concerns and the state traffic laws.
 
12      SECTION 2.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $        or so much
 
14 thereof as may be necessary for fiscal year 1998-1999 for
 
15 television and radio public service announcements to educate the
 
16 public about traffic-related concerns and the statewide traffic
 
17 code.  Such state traffic laws shall include laws relating to:
 
18      (1)  The overtaking and passing of school buses;
 
19      (2)  The use of high occupancy vehicle lanes and the use of
 
20           other controlled-access roadways and highways; and

 1      (3)  Instructions relating to official traffic-control
 
 2           devices.
 
 3      SECTION 3.  The sum appropriated shall be expended by the
 
 4 department of transportation for the purposes of this Act.
 
 5      SECTION 4.  This Act shall take effect on July 1, 1999.
