                     A  BILL  FOR  AN  ACT

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING
   AN APPROPRIATION FOR CAPITAL IMPROVEMENT PROJECTS IN THE
   COUNTY OF HAWAII.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The director of finance is authorized to issue
 
 2 general obligation bonds in the following sums, or so much
 
 3 thereof as may be necessary, and the same sums, or so much
 
 4 thereof as may be necessary, are appropriated for fiscal year
 
 5 1999-2000 for to finance the projects listed in this Act.

 3      SECTION 2.  The appropriations made for capital improvement
 
 4 projects authorized in this Act shall not lapse at the end of the
 
 5 fiscal biennium for which the appropriation is made; provided
 
 6 that all appropriations which are unencumbered as of June 30,
 
 7 2002, shall lapse as of that date.
 
 8      SECTION 3.  The sums appropriated shall be expended by the
 
 9 department of accounting and general services for the purpose of
 
10 the projects listed in paragraphs (1) to (7) and (21) of section
 
11 1; by the department of transportation for the purpose of the
 
12 projects listed in paragraphs (8) to (10) of section 1; by the
 
13 department of land and natural resources for the purpose of the
 
14 projects listed in paragraphs (11) to (16) and (22) to (28) of
 
15 section 1; and by the county of Hawaii for the purpose the
 
16 projects listed in paragraphs (17) to (20) and (29) to (39) of
 
17 section 1 of this Act.
 
18      SECTION 4.  This Act shall take effect on July 1, 1999.
