                     A BILL FOR AN ACT

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR CAPITAL
   IMPROVEMENT PROJECTS IN WEST OAHU.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The director of finance is authorized to issue
 
 2 general obligation bonds in the sum of $          , or so much
 
 3 thereof as may be necessary, and the same sum, or so much thereof
 
 4 as may be necessary, is appropriated for fiscal years 1999-2000
 
 5 and 2000-2001, for the following projects for West Oahu:
 
 6      1.   Barbers Point Elementary School             $   520,000
 
 7           Design and construction of perimeter
 
 8             fence, outdoor lighting, security
 
 9             screens, grounds and site improvement
 
10      2.   Campbell High School                     
 
11           Parking lot lighting improvements           $          
 
12           Automatic sprinkler system for sports
 
13             fields                                    $          
 
14           Installation of permanent bleachers for
 
15             football field                            $          
 
16           Renovation of athletic trainers' room       $          
 
17           Scoreboard for softball field               $

16      SECTION 2.  The appropriations made for capital improvement
 
17 projects authorized in this Act shall not lapse at the end of the
 
18 fiscal biennium for which the appropriations are made; provided
 
19 that all appropriations which are unencumbered as of June 30,
 
20 2002, shall lapse as of that date.
 
21      SECTION 3.  The sums appropriated shall be expended by the
 
22 department of accounting and general services for the purposes of
 
23 this Act; provided that the sums appropriated for items 16 to 21

 1 in section 1 of this Act shall be expended by the department of
 
 2 transportation for the purposes of this Act.
 
 3      SECTION 4.  This Act shall take effect on July 1, 1999.
