                     A  BILL  FOR  AN  ACT

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING
   AN APPROPRIATION FOR THE RENOVATION OF STATE OWNED PUBLIC
   HOUSING.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  State owned public housing is aging and has
 
 2 deteriorated due to lack of maintenance.  As a result, the
 
 3 general condition of state owned public housing is below
 
 4 acceptable standards.  A number of housing units stand vacant
 
 5 because they do not meet minimum housing quality standards.  The
 
 6 problem is acute and worsens with each passing day.  Since the
 
 7 federal government has provided $80,000,000 for federal public
 
 8 housing, the State needs to provide support for state public
 
 9 housing.
 
10      The purpose of this Act is to authorize the issuance of
 
11 general obligation bonds in order to raise the necessary funds
 
12 for the renovation of state owned public housing.
 
13      SECTION 2.  The director of finance is authorized to issue
 
14 general obligation bonds in the sum of $20,000,000, or so much
 
15 thereof as may be necessary for fiscal year 2000-2001, and the
 
16 same sum, or so much thereof as may be necessary, is appropriated
 
17 for fiscal year 2000-2001, for the renovation of state owned
 
18 public housing.
 
19      SECTION 3.  The sum appropriated shall be expended by the

 1 housing and community development corporation of Hawaii for the
 
 2 purpose of this Act.
 
 3      SECTION 4.  This Act shall take effect on July 1, 2000.
