                   A  BILL  FOR  AN  ACT
MAKING AN APPROPRIATION FOR HIGH SCHOOL ATHLETIC SAFETY TRAINING
   EQUIPMENT AND SUPPLIES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that organized high school
 
 2 athletics programs offer an opportunity for students to
 
 3 experience cooperative and interactive learning, and quality
 
 4 adult mentoring, as well as the opportunity to participate in
 
 5 supervised physical fitness and exercise programs.  Participating
 
 6 in sports, however, can sometimes result in injuries.  During the
 
 7 1998-1999 school year, of the 7,781 student athletes at twenty-
 
 8 one Oahu public schools, 6,633 injuries were reported.  Although
 
 9 studies show that the benefits derived from high school athletics
 
10 far outweigh the risk of injury, the legislature finds that not
 
11 enough is being done to reduce those risks.
 
12      With proper training and conditioning to prevent athletic
 
13 injuries and the prompt attention and care to injuries that do
 
14 occur, the benefits and rewards of high school athletics will be
 
15 enhanced and improved.  As reported in The Journal of Athletic
 
16 Training, "when high school athletes have access to qualified
 
17 athletic trainers and facilities, injury recovery time is rapid
 
18 and remarkable."
 
19      The purpose of this Act is to reduce the risk of injury to

 1 high school athletes through preventive training and appropriate
 
 2 injury care by appropriating funds for athletic safety training
 
 3 equipment and supplies.
 
 4      SECTION 2.  There is appropriated out of the general
 
 5 revenues of the State of Hawaii, the sum of $        , or so much
 
 6 thereof as may be necessary for fiscal year 2000-2001, for high
 
 7 school athletic safety training equipment and supplies.
 
 8      SECTION 3.  The sum appropriated shall be expended by the
 
 9 department of education for the purposes of this Act.
 
10      SECTION 4.  This Act shall take effect on July 1, 2000.
