                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR BLUEPRINT FOR CHANGE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that one of the
 
 2 recommendations of a 1994-1996 task force on child protective
 
 3 services reform was to implement a community partnership for
 
 4 child protection.  A major component of this partnership was to
 
 5 establish the neighborhood place to deliver diversion services
 
 6 and child protective services to targeted families.
 
 7      The neighborhood place provides a community-based center for
 
 8 services and community support for abused or neglected children
 
 9 and their families as well as for families at-risk of child
 
10 abuse.  Each neighborhood place has been patterned around the
 
11 needs of the specific community and has included a physical site
 
12 for these families to work with private and public service
 
13 providers.  A wide range of services and resources are available
 
14 from early response to continued services for families already
 
15 facing problems.
 
16      Limited start-up funding for neighborhood place sites in
 
17 west Hawaii and Waipahu were obtained through local foundation
 
18 grants and federal Title IV-B moneys.  However, without continued
 
19 funding for the pilot period, the neighborhood places will not be

 1 able to model the system reform that the task force and the
 
 2 legislature recommended.
 
 3      The purpose of this Act is to appropriate funds for the
 
 4 Blueprint for Change program and existing neighborhood places.
 
 5      SECTION 2.  There is appropriated out of the general
 
 6 revenues of the State of Hawaii the sum of $3 or so much thereof
 
 7 as may be necessary for fiscal year 2000-2001 for the delivery of
 
 8 diversion services and child protective services to target
 
 9 families; provided that this sum shall be matched by private or
 
10 federal sources for the purposes for which this sum is
 
11 appropriated.  The appropriation shall be allocated as follows:
 
12           $1             Administrative services and programs for
 
13                          the Blueprint for Change
 
14           $1             Neighborhood Place of Kona
 
15           $1             Neighborhood Place of Waipahu.
 
16      SECTION 3.  The sums appropriated shall be expended by the
 
17 department of human services for the purposes of this Act.
 
18      SECTION 4.  This Act shall take effect on July 1, 2000.
