                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION TO PROVIDE PREVENTIVE DENTAL SERVICES TO
   ADULTS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that as of February 1,
 
 2 1996, preventive dentistry services for adults covered by the
 
 3 Medicaid and Med-QUEST programs were discontinued because of
 
 4 cutbacks in the state budget.  At the present time, these clients
 
 5 can only receive emergency dental services.  Medicaid, a
 
 6 federally funded program, will provide fifty per cent of funds
 
 7 necessary to provide preventive dentistry services to adult
 
 8 clients of the Medicaid and Med-QUEST programs.  The State must
 
 9 provide the remaining fifty per cent for those who are qualified.
 
10      The legislature further finds that the department of health
 
11 and community health centers have also provided dentistry
 
12 services for adults, but due to budget cutbacks, services have
 
13 been discontinued or scaled down.
 
14      The purpose of this Act is to appropriate funds to Medicaid
 
15 and Med-QUEST on a fee-for-service basis, the department of
 
16 health, and community health centers to provide preventive dental
 
17 services for covered adults.
 
18      SECTION 2.  There is appropriated out of the general
 
19 revenues of the State of Hawaii the sum of $2,000,000, or so much

 1 thereof as may be necessary for fiscal year 2000-2001 to provide
 
 2 preventive dental services for adults covered by:
 
 3      (1)  Medicaid and Med-QUEST on a fee-for-service basis
 
 4           through the Med-QUEST program;
 
 5      (2)  The department of health; and
 
 6      (3)  Community health centers;
 
 7 provided that no other dental specialties or services other than
 
 8 preventive dentistry shall be covered.
 
 9      The department of human services shall consult with the
 
10 department of health as to which dental services constitute
 
11 preventive dentistry.
 
12      SECTION 3.  The sum appropriated shall be expended by the
 
13 departments of human services and health for the purposes of this
 
14 Act.
 
15      SECTION 4.  This Act shall take effect on July 1, 2000.
