                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR INFRASTRUCTURE, CONSTRUCTION, AND
   RENOVATION OF CRUISE SHIP PASSENGER TERMINALS IN THE STATE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that cruise ships made
 
 2 ninety-seven stops in Hawaii in 1997 and two hundred thirty-eight
 
 3 stops in 1998 -- a one hundred forty-five per cent increase.
 
 4 Annual increases are also expected for the next several years.
 
 5 The industry contributes more than $300,000,000 annually to
 
 6 Hawaii's economy, with passengers and crews spending about $200
 
 7 per person per day while ashore.  Cruise ship travel is one of
 
 8 the fastest growing sectors in the visitor industry, and thirty
 
 9 more ships are to be added in the next five years, carrying forty
 
10 thousand berths.  The State's passenger terminal infrastructure
 
11 and facilities are in dire need of improvement to accommodate the
 
12 anticipated increase in cruise ship passengers to Hawaii.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $          , or so
 
15 much thereof as may be necessary for fiscal year 2000-2001, for
 
16 infrastructure, construction, and renovation of passenger
 
17 terminals in the State.  The sum appropriated shall be expended
 
18 by the department of transportation for the purposes of this Act.

 1      SECTION 3.  This Act shall take effect on July 1, 2000.
