                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR COMMUNITY RESOURCE CENTERS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that developing community
 
 2 resource centers in rural areas of Hawaii will improve education
 
 3 and training for learners of all ages, by demonstrating how
 
 4 telecommunications and information technologies can be used to
 
 5 extend valuable services to typically underserved rural
 
 6 communities.
 
 7      The legislature also finds that two community resource
 
 8 centers will be developed in Eleele and Kaunakakai, through
 
 9 partnerships between the department of education, Lotus
 
10 Development Corporation, SUN Microsystems, and Oracle
 
11 Corporation.  These centers will be located in the community
 
12 schools, and will use a technological model utilizing equipment
 
13 designed to provide low cost and remote management with
 
14 integrated computer and video applications -- key factors toward
 
15 successful large scale deployment of technology in rural areas.
 
16      The legislature further finds that the federal government
 
17 will provide $254,660 in support of the total project costs of
 
18 $718,555.  The remaining $463,895 in matching funds will be
 
19 provided through a combination of in-kind services, hardware and

 1 software donations, and personnel support by the department of
 
 2 education.  The legislature finds that federal funding required a
 
 3 two-year project, rather than a one-year demonstration as
 
 4 originally planned, leaving a shortage in matching funds.
 
 5      The purpose of this Act is to appropriate funds to meet the
 
 6 matching requirements and allow this innovative project to
 
 7 proceed.
 
 8      SECTION 2.  There is appropriated out of the general
 
 9 revenues of the State of Hawaii the sum of $60,000, or so much
 
10 thereof as may be necessary for fiscal year 1999-2000, in support
 
11 of the development of two telecommunications community resource
 
12 centers, to be allocated for the following:
 
13      Part-time teacher (2)              $36,000
 
14      Video conference lines (2)          12,000
 
15      Software, services, and supplies    12,000
 
16           Total                         $60,000
 
17      SECTION 2.  The sum appropriated shall be expended by the
 
18 department of education for the purposes of this Act.
 
19      SECTION 3.  This Act shall take effect on July 1, 1999.
