                    SENATE  RESOLUTION

  URGING THE CITY AND COUNTY OF HONOLULU TO CONTINUE TO MAINTAIN
    AND PROVIDE ACCESS TO THE NATIONWIDE CRIMINAL JUSTICE
    INFORMATION SYSTEMS THROUGH THE HONOLULU POLICE
    DEPARTMENT.


 1        WHEREAS, there is a critical need to provide continuing
 2   access to nationwide criminal justice information systems for
 3   all criminal justice agencies in Hawaii; and
 4   
 5        WHEREAS, this need is evidenced by the growth in the
 6   number of agencies that access this information as well as the
 7   increase in the number of computer transactions generated by
 8   Hawaii's criminal justice agencies over the past ten years; and
 9   
10        WHEREAS, in each state, a law enforcement agency is
11   designated as the control terminal agency, or coordinating
12   agency, for the National Crime Information Center (NCIC) and
13   National Law Enforcement Telecommunications System (NLETS)
14   systems; and
15   
16        WHEREAS, the Honolulu Police Department has acted as the
17   Hawaii control terminal agency for both systems for over
18   fifteen years; and
19   
20        WHEREAS, the NCIC system is being completely redesigned to
21   take advantage of technological advancements in the electronic
22   transmission of text and image data; and
23   
24        WHEREAS, the new system, called NCIC 2000, became
25   operational in July, 1999, and all states must be able to
26   interface with the new system in 2002, as the current NCIC
27   system will cease to exist; and
28   
29        WHEREAS, the Honolulu Police Department hired a consultant
30   to help in the planning for the NCIC 2000 system; and
31   
32        WHEREAS, although the Honolulu Police Department estimated
33   the cost of developing and implementing the new NCIC 2000
34   system at $1,500,000, the Honolulu Police Department, through
35   several different federal grants, was able to acquire $650,000
36   for the development of the system; and
37   
38        WHEREAS, to complete the project, the remaining funding
39   needed to develop the system is $850,000 must be appropriated;

 1   now, therefore,
 2   
 3        BE IT RESOLVED by the Senate of the Twentieth Legislature
 4   of the State of Hawaii, Regular Session of 2000, that the City
 5   and County of Honolulu is urged to appropriate funds to the
 6   Honolulu Police Department to complete the implementation of
 7   the national crime information center 2000 system in order to
 8   continue Hawaii's access to the nationwide criminal justice
 9   information systems; and
10   
11        BE IT FURTHER RESOLVED that certified copies of this
12   Resolution be transmitted to the Mayor of the City and County
13   of Honolulu, the Honolulu City Council, and the Chief of the
14   Honolulu Police Department.
