Sir:

     Your Committees on Water and Land Use and Ocean Recreation
and Marine Resources, to which was referred H.B. No. 1189
entitled: 

     "A BILL FOR AN ACT RELATING TO THE COASTAL AREAS PROGRAM,"

beg leave to report as follows:

     The purpose of this bill is to remove shoreline erosion
control and repair of coastal protective structures from the
functions of the Coastal Areas Program.  

     Your Committees received testimony in support of this bill
from the Board of Land and Natural Resources.  

     Your Committees find that shoreline erosion control and
repair of coastal protective structures are already administered
by other agencies.  

     As affirmed by the records of votes of the members of your
Committees on Water and Land Use and Ocean Recreation and Marine
Resources that are attached to this report, your Committees are
in accord with the intent and purpose of H.B. No. 1189 and
recommend that it pass Second Reading and be referred to the
Committee on Finance.
