                                     H.D. 1

Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1191 entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR COMPENSATION
     OF CRIME VICTIMS,"

begs leave to report as follows:

The purpose of this bill is to appropriate funds out of the
Victim Compensation Special Fund for payments authorized by the
Crime Victim Compensation Commission.

Testimony in support of this bill was received from the
Department of the Prosecuting Attorney, City and County of
Honolulu, the Crime Victim Compensation Commission, and the Sex
Abuse Treatment Center.

Your Committee finds that this measure is necessary to
compensate victims who have received awards from the Crime Victim
Compensation Commission to reimburse them for losses they
suffered because of their victimization.

Your Committee has amended this bill by making technical,
nonsubstantive amendments for purposes of style and clarity.
