Sir:

     Your Committee on Finance, to which was referred H.B. No.
1632, H.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO AGRICULTURE,"

begs leave to report as follows:

     The purpose of this bill is to help revitalize Hawaii's
papaya industry by appropriating funds to develop new markets and
expand existing markets for papayas, especially the new
transgenic variety.

     The University of Hawaii's College of Tropical Agriculture
and Human Resources and the Hawaii Papaya Industry Association
testified in support of this measure.  The Department of
Agriculture provided comments on the measure.

     Your Committee has amended this bill by:

     (1)  Reducing both the appropriation and the matching
          requirement to $2 and $1 respectively, for the purpose
          of continued discussion; and

     (2)  Making technical, nonsubstantive revisions to conform
          to correct drafting style.
