     Your Committee on Judiciary, to which was referred H.B.
No. 1762 entitled: 

     "A BILL FOR AN ACT RELATING TO MOTOR CARRIERS,"

begs leave to report as follows:

     The purpose of the measure is to clarify the scope of
entities subject to civil penalties for failing to comply with
the motor carrier law.

     Your Committee finds that this measure will ensure that any
and all persons who engage the services of motor carriers of
property or passengers are also subject to civil penalties for
failing to comply with motor carrier laws.  

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee is in accord with the intent and purpose of H.B.
No. 1762 and recommends that it pass Third Reading.
