Sir:

     Your Committee on Finance, to which was referred H.B. No.
1882, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE PUBLIC UTILITIES
     COMMISSION,"

begs leave to report as follows:

     The purpose of this bill is to require the Legislative
Auditor to conduct a management audit of the Public Utilities
Commission (PUC) and to report back to the Legislature and
Governor before the convening of the Regular Session of 2001.

     A member of the Maui County Council and Na Leo Pohai
testified in support of this measure.  The Department of Commerce
and Consumer Affairs and the PUC testified in support of the
intent of the measure.  The Hawaii Renewable Energy Alliance
submitted comments on this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1882, H.D. 1, and recommends that it pass Third Reading.
