Sir:

     Your Committee on Finance, to which was referred H.B. No.
1893, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO ENERGY,"

begs leave to report as follows:

     The purpose of this bill is to highlight the importance of
reducing greenhouse gas emissions in this State by:

     (1)  Amending the State's energy facility system planning
          objectives to include the reduction of greenhouse gas
          emissions as one of the State's energy objectives; and

     (2)  Adding two new state policies of:

          (A)  Supporting the reduction of greenhouse gases in
               utility, transportation, and industrial sector
               applications; and

          (B)  Supporting the reduction of greenhouse gas
               emissions through agriculture and forestry
               initiatives.

     Department of Business, Economic Development, and Tourism,
Hawaii Renewable Energy Alliance, the Hawaii Chapter of the
Sierra Club, and concerned individuals testified in support of
this bill.  The Hawaiian Electric Company, Maui Electric Company,
Hawaii Electric Light Company, and concerned individuals
supported the intent of the bill.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1893, H.D. 1, and recommends that it pass Third Reading.
