Sir:

     Your Committee on Finance, to which was referred H.B. No.
2193 entitled: 

     "A BILL FOR AN ACT RELATING TO PUBLIC ACCESS,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds to convert
an existing part-time position to a full-time position for the
Public Access Room.

     The League of Women Voters of Hawaii, Common Cause Hawaii,
the Hawaii State Chapter of the National Rainbow Coalition, Inc.,
the Affordable Housing and Homeless Alliance, Massage Therapists
Association of Hawaii, Information Services, Hawaii Coalition
Against Legalized Gambling, Hawaii Clean Elections, the
Legislative Reference Bureau, Hawaii Public Access Media, and
individuals testified in support of this bill.

     Your Committee has amended this bill by:

     (1)  Changing the appropriation amount to $1 to facilitate
          further discussion; and

     (2)  Making technical, nonsubstantive amendments for
          consistency and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
