Sir:

     Your Committee on Finance, to which was referred H.B. No.
2277 entitled: 

     "A BILL FOR AN ACT RELATING TO THE HAWAII TOBACCO SETTLEMENT
     SPECIAL FUND,"

begs leave to report as follows:

     The purpose of this bill is to invest in the health of the
people of Hawaii by providing that State funding of existing
tobacco prevention and control or health-related programs is not
to be supplanted or diminished by moneys received from the Hawaii
Tobacco Special Settlement Fund.

     The Healthy Mothers Healthy Babies Coalition of Hawaii and
the Hawaii Nurses' Association testified in support of this
measure.  The Coalition for a Tobacco Free Hawaii testified in
support of the intent of this measure.  The Department of Health
supports this measure insofar as it does not compromise
priorities as specified in the Executive Budget request.  The
Department of Budget and Finance opposed this measure.

     Your Committee has amended this measure by:

     (1)  Changing the effective date to July 1, 2001; and

     (2)  Making technical, nonsubstantive amendments for
          purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2277, as amended herein, and recommends that it pass Third
Reading in the form attached hereto as H.B. No. 2277, H.D. 1.
