Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 2508 entitled: 

     "A BILL FOR AN ACT RELATING TO REVIEW HEARINGS,"

begs leave to report as follows:

     The purpose of this bill is to clearly define the date from
which the Department of Human Services must calculate the period
that a child is in agency care.

     Testimony in support of this measure was received from the
State Department of Human Services.

     Your Committee finds that The Adoption and Safe Families Act
of 1997, requires states to have legislation to initiate or join
proceedings to terminate parental rights for children under state
custody.  The provisions of this bill will result in consistent
application of the federal mandate.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2508 and recommends that it pass Second
Reading and be placed on the calendar for Third Reading.
