Sir:

     Your Committee on Finance, to which was referred H.B. No.
2521 entitled: 

     "A BILL FOR AN ACT RELATING TO SCHOOL HEALTH REQUIREMENTS,"

begs leave to report as follows:

     The purpose of this bill is to enable the Department of
Health (DOH) to enforce school health requirements more uniformly
and efficiently by replacing statutory requirements for
documentation of immunizations, physicals, and tuberculosis
examinations with administrative rules.

     DOH and the Hawaii Nurses' Association testified in support
of this measure.  The Department of Education testified in
support of the intent of this measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2521 and recommends that it pass Third Reading.
