Sir:

     Your Committee on Consumer Protection and Commerce, to which
was referred H.B. No. 2554, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO WORKERS' COMPENSATION,"

begs leave to report as follows:

     The purpose of this measure is to require the Worker's
Compensation Special Compensation Fund to contribute payments to
permanent partial disability cases when the thirty-two week
threshold is met.  This bill also extends application of section
386-33(a) and (b), Hawaii Revised Statutes, to all cases where
injury occurs before May 15, 1982.

     Your Committee finds that if not amended, the current
language would increase litigation and create confusion in cases
of permanent total disability and/or death if it occurs after
permanent partial disability is awarded.

     Testimony was received in support of this measure from the
Department of Labor and Industrial Relations.

     As affirmed by the record of votes of the members of your
Committee on Consumer Protection and Commerce that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2554, H.D. 1, and recommends that it pass
