Sir:

     Your Committee on Ways and Means, to which was referred H.B.
No. 512, H.D. 2, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

     The purpose of this bill is to make an appropriation to
develop an early childhood education center for infants and
children up to four years of age in the Kalihi section of
Honolulu.

     Your Committee finds that early education is a crucial
factor in child development and that failure to provide adequate
stimulation during these crucial years can have a lasting
negative effect on a child's educational potential.  Early
education centers can provide age-appropriate developmental
services to infants and young children and educate their parents
about providing a developmentally nurturing environment for their
children.

     Your Committee has amended the bill by making technical
nonsubstantive amendments.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
