Sir:

     Your Committee on Ways and Means, to which was referred H.B.
No. 718, H.D. 1, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE HAWAII COMMUNITY
     DEVELOPMENT AUTHORITY,"

begs leave to report as follows:

     The purpose of this bill is to change the boundaries of the
Kakaako community development district and to appropriate funds
for additional cruise ship berths in Honolulu Harbor.

     This measure has two parts.  The first part specifically
changes the boundaries of the Kakaako community development
district by excluding Piers 1 and 2 at Fort Armstrong.  The
second part appropriates an unspecified amount for the planning,
design, and construction of a cruise ship passenger terminal at
Pier 2, Honolulu Harbor.

     Your Committee recognizes that a balance must be found
between ensuring safe and navigable turning basins, channels, and
approaches to berths with competing economic opportunities.
Accordingly, your Committee has amended this measure by removing
Part II of the bill making an appropriation for a cruise ship
passenger terminal.

Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.

H.D. 1, S.D. 2.
