Sir:

     Your Committee on Finance, to which was referred H.C.R. No.
103 entitled: 

     "HOUSE CONCURRENT RESOLUTION REQUESTING A STUDY OF THE
     IMPACT THAT COMMERCIAL MARINE MAMMAL WATCHING TOURS MAY HAVE
     ON MARINE MAMMALS IN WATERS OFF THE WAIANAE COAST OF OAHU,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to request a
study of the impact that commercial marine mammal watching tours
may have on marine mammals in waters off the Waianae Coast of
Oahu.

     Your Committee has amended this measure by inserting a
request that the Board of Land and Natural Resources establish a
task force to study this impact and report to the Legislature
prior to the convening of the Regular Session of 2001.  Your
Committee has also amended this measure by making non-substantive
changes for the purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee concurs with the intent and purpose of H.C.R. No. 103,
as amended herein, and recommends its adoption in the form
attached hereto as H.C.R. No. 103, H.D. 1.
