Sir:

     Your Committee on Health and Human Services, to which was
referred S.B. No. 1033 entitled: 

     "A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR THE
     CHILD AND ADOLESCENT MENTAL HEALTH DIVISION,"

begs leave to report as follows:

     The purpose of this administration measure is to make an
emergency appropriation for the Child and Adolescent Mental
Health Division of the Department of Health (DOH).

     Your Committee received testimony in support of this measure
from the DOH.

     This measure is recommended by the Governor for immediate
passage to make up for a critical funding emergency.  This
appropriation will serve to prevent the reduction or
discontinuance of services to certain emotionally disturbed
children and adolescents.  Your Committee wishes to make clear
that the appropriated sum of $31,928,758, is not reflective of
the actual shortfall of $44 million.

     As affirmed by the record of votes of the members of your
Committee on Health and Human Services that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 1033 and recommends that it pass Second Reading and
be referred to the Committee on Ways and Means.
