Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 2247, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO FERAL ANIMALS,"

begs leave to report as follows:

     The purpose of this bill is to establish a task force to
address health concerns related to the feral cat population and
examine solutions, including the trap/neuter/return program
(TNR).  The bill also suspends existing Department of Health
rules and places a moratorium on the adoption of future rules
until the task force has completed its work and submitted its
recommendations.

     Your Committee finds that volunteer groups on Oahu and in
the other counties have an impressive track record of
successfully putting the TNR into practice and supporting the
effort.  Furthermore, your Committee finds that this bill
represents a rational and humane effort to address the current
public health problem of feral cats.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2247, S.D. 1, and recommends that it pass Third Reading.
