Sir:

     Your Committees on Public Safety and Military Affairs and
Judiciary and Hawaiian Affairs, to which was referred S.B. No.
2426, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO CRIME VICTIM COMPENSATION,"

beg leave to report as follows:

     The purpose of this bill is to authorize the Crime Victim
Compensation Commission to pay for mental health counseling for
witnesses and individuals at the scene of mass tragedies and for
the relatives of persons killed in mass tragedies.

     Your Committees received testimony in support of this
measure from the Crime Victim Compensation Commission and the
Department of the Prosecuting Attorney for the City and County of
Honolulu.  The Department of Health submitted testimony in
support of the intent of this measure.

     Your Committees find that this bill will provide the
necessary authority to obtain federal monies available to address
the aftermath of mass casualty criminal events.  Your Committees
also find that the incident last year revealed a need for better
interagency cooperation and training to ensure a more efficient
response should another such incident befall us.  Your Committees
are informed that planning is under way and thus, at this time,
no further legislation is needed in that regard.

     As affirmed by the records of votes of the members of your
Committees on Public Safety and Military Affairs and Judiciary

and Hawaiian Affairs that are attached to this report, your
Committees are in accord with the intent and purpose of S.B. No.
2426, S.D. 1 and recommend that it pass Second Reading and be
referred to the Committee on Finance.
